I don't think it's frame loss so much as stuttering in riften, but the cause doesn't seem to be certain mods (I ran SMIM, Skyland, SGO, Vivid Weathers, and Immersive Citizens running and experienced no problems)..

According to the official Skyrim 1.16 patch notes, the latest update brings new Creation Club contents with the Netch Leather Armors, Dawnfang/Duskfang, Expanded Crossbow Pack and more. i managed to keep riften at 60 fps till 80 plugins (till MLU in modlist) Anything after that is fps drop. I tested every configuration on new game aswell. I think i would even be able to live with that 45fps in riften.. The thing is after i add ENB and textures on top of that it goes even lower - the lowest i got was 35fps , while heavy modded
